FAR have not decided if they want to PE, FAR have not decided to move to arbitration.

FAR reserve the right to move to Arbitration. If FAR ever do move to arbitration on this notification dispute, it will be the arbitrators right to determine if they have a case. If it is ruled that the dispute is upheld the Arbitrator decides the remedial action (not FAR) - Arbitrator may award a compensation type decision of cash - neither party can argue with the Arbitrator decision.
