4. capital raise for main plant.
5. begin mining / processing.

Once through the government planning process, things should move along relatively speedily...

I'd say conservatively 1-2yrs from here. We know that heap leach is not a complex mine setup and work has already been done on this ore in peru by IPEN in the 80's.
