I guess in times of drought there would be different criteria for determining what is a good investment or not. I made my calculations a few years ago I admit and came to the conclusion that for the metropolitan area it was more efficient to put money into centralized dams rather than leaving it to individuals to put in tanks. I do have a tank but it's not large enough to make a difference.
