Yes, it's been suggested by one or two posters here that KPO doesn't need the Hainan plant as it's a legacy plant and the new ones will be a completely different design, able to be built and commissioned in 9 months. So, on one hand you would think Sinopec shouldn't be concerned at all with the progress with the legacy plant, but on the other, if KPO can't undo all the mistakes and get this beast going, it will tarnish their view of the product overall.
I think the Chinese have to be wowed by the technology before they sign anything, so imo everything rides on fixing the beast.
