Yes. Evaporation is based on surface but brine inventory on Volume. You need both. Also take into account that there is a natural mixing in the ponds mainly due to the wind (also for density difference). We are talking about ponds not so deep. Imagine if you have been accumulating in 4 years 2 meters of salt you have probably 1 meter for brine and your volume is less; the surface is always the same.
