If I were to guess, I would say that the negotiations for a contract this large would take quite a bit of sorting out, the finer details and gaining maximum monetary gain for both companies. Then of course the translation of contracts etc would be a critical element that could take time!
In my opinion this is the delay, there is no issue with it not being in the bag imo of course.
