The court decision doesn't imply that at all. You apply that interpretation because it suits your opinion.

The court simply ruled that the boy was affected severely by bullying which, despite pleas by his parent, was ignored by the system to which the mother had understandably entrusted responsibility for her child's welfare and education whilst in the school's care.

Bullying is unacceptable and the responsible addressing of this issue will in time, benefit our society.
