You raise a very important point GM - "How do you move demand from the illicit or black market supply to the regulated, taxed MC/C market?"

My thoughts for what they're worth (probably not much):
- Recreational MM legislation has 2 primary aims
- Decriminalise recreational use
- Disincentivise criminal or non registered suppliers.

To disincentivise the criminal element there are likely to be the following components associated with the legislation.
- Amnesty period for non registered producers to gain accreditation or hand over crops.
- Punitive criminal charges for non registered producers/distributors.

In the short term after legislation is enacted the amnesty (if enacted) could cause a flood on the market (rec only)?
