Let me put it another way Apple and Android will have to upload the back end in the US (from memory a statement was made about how well the team was working together in San Francisco) as it has to be push out via their servers onto their POS (being their app store) then to your phone. Once loaded they can restrict access to any region in the world and allow only Australia to access the app. It works on the same principle as Emergency calls during bush fire alerts only endangered area get the alert.

As the international launch gets closer the team will trouble shoot issues on the US servers so it's a seamless release State side, as the release gets closer they will be hoping for half a million downloads away before it escapes Australia.
