That would be too sensible. I expect it is a pure time and materials engagement; GHD will likely be billing for the additional 'work'. I WOULD have thought there would be some advisory/review support with the Govt. to determine whether any areas of a submission needed elucidation before final submission.
Certainly there needs to be some additional engagement to prevent a 3rd request for further elaboration. That cannot be allowed to happen.
