If it places with a major institiution PDN control is diluted. No dilution of shareholder % happens if all take up entitlements and PDN retains its status quo 'blocking stake' when it takes up. It may even mop up the entitlements not taken up by retailers. Note no underwriter to entitlement. Think PDN will be waiting for placement of any unsubscribed entitlements.
