In this case the "market maker" are the mob that package the ADRs for sale onto the NASDAQ market.

They are the ones doing "price discovery" to make liquidity. There are always buyers and sellers. Its just a matter of price so its not really realistic to say there will be no buyers in the US. Its just a matter of what the price is.
But as I said I think the company is in a reasonably good shape so I don't see anything drastic to the downside eventuating.
