I don't know enough about satelite frequencies/ re-use of frequencies/ "public park" usage limitations to answer that. With very tight beam forming technology frequencies can be reused in close proximity which may meet the "public park" interference standards that allow wifi networks, CB radios, short-range transmitters say for security etc to operate, and if not an amendment to regulations might make this permissible in future with the stroke of a pen. I'm not predicting this will adversely affect TLS, and may even provide future business opportunities, just pointing out the vulnerability of communications technology to be superceeded "out of the blue"!
