If I understand this correctly, it looks like that I'm going to get my top up shares as well.
It's unfortunate for those holders who don't participate as they are leaving money on the table. Even if they don't want to increase their holdings, they can still participate and sell immediately after it's allocated and earn approximately 10% profit.
Maybe some people don't follow the news or don't have spare money to invest.
