Unfortunately Jako there are already drivers and pedestrians that do this, ie relying on others reflexes to give them "safe passage".
I can see your point though regarding high pedestrian traffic areas, but the solution to that will just be the enforcement of "jay walking" penalties - dash cam in every driverless vehicle - every time you "illegally" walk in front of a vehicle the dash cam uploads a pic to the central police server - facial recognition identifies you based on your id card (the compulsory one that will replace driver licences) - cha ching $100 fine - better than speed cam revenue for the government.
