I dont know what you mean by 'Qld has done well in Health. Qld has for a long time spent the least on a per capita basis on Health of all the States and employees the highest number of overseas 'trained' medicos. Hence you had the recent exposure of a major regional Qld. hospital employing an unqualified surgeon.
I used to work in the Health sector and when we prepared national statistics Qld was always at the bottom in terms of Health expenditure on a per capita basis.
I can't comment on the other areas of expenditure but Qld Governments, past and present, are guilty of negligence in allowing their port infrastructure to be unprepared for the minerals boom that has been in progress for some years. But they don't mind collecting the royalties!
