Chill's point is essentially that according to the dude interviewed in that video, the Chinese are going out of their way to guarantee future cobalt supply, so the $3M+ stake "New Age Co." took in Riva augurs well for our binary play being a yes rather than a no (ie it suggests they "know something" as they wouldn't just punt with a sum like that).
So he wasn't being a sceptic at all - he was saying cobalt SUPPLY is in a death spiral (implying cobalt prices will go up and anyone with a pure cobalt mine will prosper enormously).
