Can go to cash backing, but i've not seen a shell trading sub $1m EV in a while.

The tax loss sellers will dry out soon. As they get closer to a project the buyers will get more aggressive and value the EV around $3m+ IMO. Then depending on project, will see what the stock does.
Just my thoughts, i'd say it will be sooner rather than later given they are twiddling thumbs otherwise.
