    Sticking just to the terrorism subset of criminal, this seems to be a world wide problem ... I am losing count of the number of terror events where in the days after it comes out the perp or perp's were known to police ... that means they have been noticed, surveilled, investigated, discussed, considered not to be a security threat and in some cases they have been arrested, tried, served time and then paroled or released and considered not to be an ongoing security threat.

    When they turn, they are prepared to die and take as many as possible with them in unimaginably brutal ways.

    I posted on another thread earlier this evening, recent photos of the perp's that come to light show glazed, dull eyes and disengaged disconnected faces ... a zombie like programmed face of radicalisation ... a switch clicks and the sleeper murderer comes to life.

    One pressing consequence of finding your way onto a terrorist watchlist has to be that rights are of necessity curtailed for lengthy periods ... recent circumstances have proven the progression from susceptible to radicalisation to full blown terrorist is almost inexorable... what is wrong with GPS ankle trackers, reporting daily or every other day to authorities, mandatory attendance at prolonged anti radicalisation counselling, living with approved community mentors and so on?
