    The question is, if you didn't have to raise now why would you?

    Price near recent lows, the mess with the GDXJ causing havoc with junior pricing, new production just started but financially not seen in the qrtlies or recognised by the market. There are many reasons to suggest the price is suppressed, so why would you raise - certainly not for some relatively low cost plant improvements that are not time important.
