Someone is going to be 100% right and someone is going to be 100% wrong.......the question is is WPL willing to take the risk of arbitration?
If WPL have Government approval { FAR says they don't } then why not call them out with the proof?
It should be as easy as showing the paperwork.
I'm sure WPL would have received such paperwork if indeed they do have the title? DB
