If my memory serves me correctly Manus was re-opened as an offshore processing facility at about the time that the Gillard Government introduced a so-called No Advantage Test.
Meaning that irregular maritime arrivals wouldn't be 'Jumping the so-called queue', in that they would be processed off-shore with similar time frames to what would have occurred for assessment by UNHCR elsewhere in the region.
But the length of that time in camps is related to the size of our refugee intake quotas in participating countries.
We can't take them all.

So probably makes the decision by the Abbott Government to turn back the boat arrivals an even bigger success, unless the lawyers start a case over that process.

It's an expensive business, controlling who comes to this country.

The lawyers wouldn't have a case if the govt hadn't broken the law. There is a duty of care which, clearly was broken.... Just another instance of blaming the victim....
