Most HC'ites would blame the homeless person in the first instance, ring the cops and put them in indefinite detention. Then they would make up stories to demonise and dehumanise them. Then they would argue that their treatment is for their own good, and whinge when those decisions breach human rights and a compensation is paid for lost years through government incompetence, plus gag money. It sounds like authoritarian rule that they complain about daily.
