If there was evidence of illegality in the emails, he has authority to pursue that under item 2 of his terms of reference. I've read a lot of the allegations by conservative media and looked at the emails they use to "prove" them. Nothing damning so far. Just the usual stuff of far right people screaming at each other endlessly, "She's guilty!", "Lock her up" and "This 3-hour video DESTROYS her claim of innocence".

They brainwash themselves to think it's a foregone conclusion, and are utterly disbelieving when non-partisan observers look at the same stuff and find there's nothing to answer and most allegations make no sense. If charges could be laid the Republicans would be on like Donkey Kong. Remember they control the White House, DOJ, FBI, House, Senate and Supreme Court.

Do I like Clinton? Not particularly.
Does she have a "you scratch my back, I'll scratch yours" way of doing business? Yep, I hate that, but Donald Trump does too.
Is she guilty of a serious crime? Haven't seen any compelling evidence yet, just opportunistic allegations and conspiracy theories.
