Wasn't the flora or fauna study though?? By the time that mobilised field staff or a contractor it would have been at least a week or two after the EPA request for further info, then I imagine there is a certain timeline associated with those studies, probably involving video records and samples, with the media then needing to be reviewed in the office and the field samples analysed/identified. Then no doubt a field work report would need to be prepared in turn to feed into the submission to the EPA.

Too many years with TNG... I struggle to see anything playing out other than the longest possible scenario
