As PC has stated previously it's up to COP to deliver them the lease . When WPL show us they have title then things would be different, they can't because they don't have it, the process is in dispute, a letter of participation is acknowledging that WPL is picking up the bills untill title is resolved...
FAR will be well aware that Title has not been issued ...
