Experience is important, but the majority of SOA's can be completed by someone quite junior assuming they have the requisite education.

It's really no different to any other business, if they can prove they can do it efficiently and effectively then they will be successful. Given Ipac WA and results of trial with Sentry and NAB I think we can deduce that they can, to the required level, complete the majority of SOA documents properly.
