I was thinking similar. The big question is how much equity are they getting? No idea what the value of land is around Townsville - but I couldn't imagine that the value of the land would be more than a couple of mil absolute max. Is the consortium so hard up they can't even afford a couple of mil for the land? Doesn't bode well for a billion dollar investment.

The other thing you can get from this announcement is that the consortium is not going to get a free ride and be lavished with free support.
