You're assuming the goal is always production which is not always the case until the Explorer gets to a certain size.
They could make money on PE by selling the asset. They have 80% of a lease in Gambia that appears to have the extension of SNE. Opportunities exist to farm down at favourable free carry due to that proximity. Opportunities exist to sell either Senegal or Gambia for money and develop one to production.
I can see plenty of opportunities but you are in a different investment space so you choose to just see roadblocks. It's unlikely I will be able to convince you otherwise. But that's fine. WPL is a big company and it will survive with or without Senegal. Investors will do well if looking at least for a 5 year timeline. Short term is always the unknown.
