I believe you are closer than most if not correct.If you were a start up company requiring funds and adding shares along the way also gifting 16% non diluted it would be important when that 16% kicks in. The difference being if it is placed at the start of project you would eventually have next nothing but if was to be at the end it would make far more sense and not implicate the prosperity of a country.
