The logic that suggests the choke is currently holding flow back could do with re examining in my view.
With the first weeks flow yielding 13% frack juice, it is reasonable to assume this rate is acceptable in terms of preserving proppant placement. This then suggests that when the flow drops below 13% weekly average the choke will be fully opened, as maintaining an acceptable flow rate is the target. Its not going to be set and forget the aim is for the maximum fluid flow that will not sweep to many proppant grains out.
There may be other parameters that would cause the choke to be used to reduce flow, such as maintaining reservoir pressure above the dewpoint of the super critical vapour phase. Super critical vapour phase is a significant advantage when the well flows hydrocarbons within the formation, as a gas flows much faster than a liquid, over and above its pure lower density advantage. Once its in the well bore it will change to liquid and gas forms as the static head pressure drops as they rise in the fluid column.

As an example, the targeted zone is in the range 11000 to 11200 ft deep
Hydro static pressure of saline water is a range 0.433 to 0.478 psi per foot of depth (depends on salinity of the fluid). At 11000 ft a pressure range of 4763 to 5258 psi. At the top of the well bore there is no Hydrostatic head only the operating pressure of the separating equipment typically around 150 psi, so there has been a huge depressurisation on the journey up the pipe. At this point at the top of the well bore there will be water, oil and rich gas bubbles when in steady state production.
