It is not a poor area and if the government has money to burn they have lots of other area's that need it. But they have to borrow it anyway

I always see these matters as two separate items

A/ Should there be mining in that area? Do the people get a benefit or just some foreign company. (There will only be very small number of jobs)
B/ If the company cannot afford to build the mine why give them (taxpayers or borrowed) money, they should find their own money at the normal rate
