    further stimulation work is contingently planned for higher hydrocarbon intervals...............

    I'm sure that Neil and Sandlion are better qualifed to comment than me.

    But the way I see it is:- If the pressure and flows are satisfactory (Commercial) then it would not be worth accessing the upper formations at this time. just an opinion.
