I don't think keeping it propped is the problem, otherwise there would have been some more initial flow.
They seem to have a bit more resistance to the pore pressure than they had hoped, due to wettability issues, but public info is sketchy so far and they have admitted they are not really sure at this stage. This apparent pressure can be very difficult to measure in the lab vs in situ actual pressure according to quite a few references.
