By 'sluggish' they mean it is lagging the forecast. K2 has barely started producing, though technically it too is lagging the forecast.
Don't read too much into this. The gas rates are tiny and will be dominated by transient flow effects and heterogeneities in the reservoir. The models are not sufficiently detailed to forecast gas rates to the nearest Mscf.
Give it three months of production, then start discussing the differences between forecast and observed gas rates.
