That and what follows is your post is not relevant for people in countries like South Korea because Romans 13:1-7 clearly states that people must acquiescent to the authorities. In case of South Korea the authorities are obviously those in South Korea. JWs appealing to court decisions outside the jurisdiction of were people live - South Korea in this example - are not relevant because these court cases are not binding in these jurisdictions. In any case if all court case decisions are valid people could simply hunt for decisions elsewhere that they prefer in cases of disagreement - this is clearly not an option.
As I mentioned I don't like what Romans 13:1-7 says but for people like JWs, I agree that these verses could be problematic and even embarrassing.
