why would it be in the best interest of the party concerned to hand over 28million plus , and then sit on their hands for the maximum time possible.
far more likely to fast track the design and feasibilty as soon as possible ( granted this could take some time).

So either you think the chinese investors are trying to stall the project in which case they have the full time period mentioned , or alternatively they actually want the project to go ahead , in which case why wouldnt it be in their interest to get moving as quick as is feasible.

I reckon no one here knows much about the actual events , and best we can do is stay patient , and accumulate if we have the funds.
