Excess energy dissipation isnt necessary on the scale you appear to be thinking,the relatively small baloon is designed to avoid that problem;a compromise with longevity high on the priority list,everything flexible so it can go with the flow,or at least the cycles.the devices are solidly moored.
The cost of desalinating H2O from existing Henderson plant was shown as around $1.10/Kilolitre on the W A govt website about a fortnight ago.I dont have the link,just wrote it down.The cost surprised me,but it makes CETO look potentially very profitable.I have no info on cost of running a pelton turbine onshore for electricity generation,but am sure it is very low.
