In part I agree with you Japon there is no commercial confidentiality value in withholding contracted numbers of cameras or line km of capture, however there is over the pricing arrangement per line km of capture, data processing etc as NEA are actively seeking the same support in the North American market that SFI enjoy's.
As far as EV's confidentiality agreement with SFI as far as I am aware it doesn't preclude SFI from actively seeking new partnerships in markets outside of the US (please correct me if I'm wrong)? As far as revenue generation moving forward my understanding is that the data processing will add substantially to revenue streams along with client acquisitions in markets outside of the US.
As far as I'm aware EV have acquired many government based clients through their ESRI tie up and similar opportunities are available (albeit a slightly more crowded space) through Australian government departments and commercial software companies.
Moving forward I can think of a number of industries and coming technologies that would benefit greatly from SFI's enhanced resolution photogrammetry and mm accurate DEM's.

This is all IMHO - yet I hope it allays some fears or provides a little insight.
