They are not limited themselves only by the government co-funding, it looks like they are also assessing other funding opportunities; JV, offtake agreements, etc.

As far as I Understand HRL is making the plant design and costings. HRL is one of the best to do this task. I am wondering who is making the market scope and economics! I hope it's a reputable and reliable company.
