The so-called "Palestinians" do as much - if not more - building in the disputed territories as Israel does.
The first step for a solution would be for Abbas to disband Hamas and re-take control of Gaza. The at least Israel would have only one party with whom to negotiate. As long as Hamas exists and controls Gaza there's no hope for a unified future Palestinian state, and therefore no hope for successful negotiations.
