For instance the current field test for new roads was dependent on successful completion of the previous field tests on the I20. And without acceptance by the GDOT, I think it would have been more difficult to get approval from the other states to start field trials.
Its probably true that NTPEP testing could gave started earlier, but there would still have been the hurdle of getting the DOTs in other states to start field trials.
