QHL didn't contribute satellite parts as such, what they did do was win a 5m contract with ORPE Technologica in Russia to provide the Quickstep patented tech for ORPE to build carbon fibre shields themselves. These would be used to protect their satellites during launch. This was a time when QHL had a differing business case, providing the tech and support to enable other company's to do the manufacturing.
