Either way it is an expense account or capital account doesn't matter. It is cash outflow. EBITDA doesn't recognise capitalised expense. One can argue capitalized expense can be cut off. Hence, EBITDA gauge the operating cashflow of a business. But that is far from true given no pharmaceutical firm can cut off R&D.
