The ABC did highlight broad issues with compliance, policing, enforcement and sanctions of the MDB Plan at state (NSW) and farm level.
The issue of "upstreaming" licences is one where Webster might (a big might) face problems.
(Upstreaming is the practice of shifting an extraction point upstream to a part of the basin that can't supply/yield the volume of water.) I'm thinking of the licence bought and shifted from Bourke, on the Darling, to the Barwon River property.
It might not happen anytime soon but regulatory kickback is, imo, a risk for the likes of Webster.
