Net shorts only decrease when more short positions are closed than opened, so just knowing how many where opened isnt conclusive.
But i guess it is fair to say that if daily gross shorts are trending down, net shorts are more likely to trend down also.
Sometimes its possible to look to closely at some indicators, personally i think net shorts are useful to keep an eye on, but i would look elsewhere, at what might be influencing shorters before considering gross shorts themselves.
