Haggan looks like a very good project on paper. Still it is frozen. In Romania (a poor country) they have not been able (as far as I know) to permit the Rosia Montana gold mine (**riel Resources owned some time at least), which would be a really big thing to that country. Haggan is small potato to Sweden. It is politically profitable to oppose an uranium mine. If someone could promote it as a nickel or zinc mine it might go? Probably not. A project like Haggan could perhaps be permitted in Finland, which is building two new nuclear power plants. I hope that maybe the chinese could be ignorant enough to buy Haggan. EU is difficult and unpredictable in permitting and becoming generally in every way of life more miserable, be careful there down under about too positive thoughts about EU-countries. (Sweden is from the worst end, but Finland is catching up in downhill.)
