    IMO - the 1.5 million house builds are part of the 2030 transformation project - diversification from oil dependency to service-consumer led economy paid for by the IPO of the Saudi oil fields and service companies (estimated at $1 to $2 trillion USD). As part of the diversification KSA are investing heavily in military and technology hardware but the overall focus is to ween their dependence off oil.
