My thoughts:
If it's amenable to open pit - anything between 1-1.5% and above is 'good'
For underground - anything between 2-3% is 'good'
Anything above for either style of operation becomes better than good.
Different countries have different standards of what is considered 'good' depending on what the relative costs are.
