I think you have summed up the situation quite well, Rb.
None of us know, so we resort to guesswork. That can only go on for so long. The day of reckoning is drawing close.
I am a bit envious of the holders that have only just come in. Spare a thought for those of us that have been enduring this for 6, 8 or 10years.
I would think it would be risky to deploy multiple buoys without out first conducting sea trials on a prototype.
I realise they did go ahead with three CETO 5's straight up but they were just a bigger version of CETO 3, (which did have a sea trial).
On board power generation may or may not be more technically challenging, I don't know. Being new technology, it may require some adjustments and modifications along the way. I would think they would want to be able to deploy and recover a buoy fairly easily in case modifications need to be done.
Better to have to do those modifications on just one device and not three.
They would also need to be able to communicate electronically with the device. That was something they could do at PWEP and is something they could do at WaveHub and FaBTest as well.
But when it is all said and done, this is just me guessing again.
